Ms. Offiong is a dynamic and results-driven Human Resources / Organisational development Adviser with over twenty-two years of work experience including over a decade of extensive senior management advisory experience in UK-DFID funded interventions. She has consistently demonstrated a proven capability for outstanding delivery through leveraging institutional memory, competence, extensive experience, leadership and teamwork.

As a result, she has supported not only the Centre of government but also various Ministries, Departments and Agencies (MDA’s) and Parastatals that are critical to the optimal attainment of the Government’s key goals and priorities.

She was part of the Power team in the Bureau of Public Enterprises that designed and implemented the privatization programme that ushered in private sector participation in the generation and distribution of electricity in Nigeria. Prior to this, Ms. Offiong was involved in the extensive reforms of other public entities such as the Nigerian Paper Mills. She continues to support reform initiatives as a key advisor to the Bureau of Public Service Reforms.

In the course of her career, she has exhibited practical technical expertise in developing and strengthening institutions through the formulation, review and deployment of strategies required to effect positive change in government institutions. In addition to this, she has accomplished success in diverse senior roles such as: Human / Industrial Relations Adviser, Transformation Adviser, Strategic Adviser, Governance Adviser, Stakeholders management expert, Negotiations Strategist, Leadership expert etc.

She led the set-up of the first delivery unit in the Office of the Vice President and the subsequent development of an Issues Resolution Mechanism to facilitate the effectiveness of the Social Investment Programmes.

Recently, Offiong led the strategy team that just conducted and implemented the Sector wide  assessment of the key agencies in the power sector that are required for not only appropriate coordination of the sector and efficient management of the electricity market, but also the management of a more bilaterally advanced electricity market.

In addition, she is engaged by FCDO-PERL as an Independent Consultant to provide strategic support to the Central Delivery Coordinating Unit located in the office of the Secretary General of the Federation to evaluate the progress in the nine priority areas of Government.

Offiong is also the Chief Executive Officer of STRANSFORM, a Strategy Consulting Firm that supports strategy, reform, transformation and process re-engineering initiatives in the Nigerian Public Service and sub-national governments. Offiong has facilitated top management strategy sessions for key stakeholders in the Nigerian public sector and continues to facilitate leadership round table across sub-Saharan Africa.

As a result of her transferable skills and professional experience, she has functioned in the capacity of Member / Adviser on various Federal Government committees. She is also a well sought out conference speaker.

As part of her commitment to society, she is the Founder of ONEJ CARE Foundation, an NGO committed to re-integration of widows into society through strategic interventions. In addition, she is the Founder of Beyond Church Walls International (BCWI), an NGO that is committed to promoting inclusiveness of Christians in nation-building.

She is an alumnus of Stanford University Executive Programme for Women Leaders (EPWL) 2019, a Fellow of the Institute of Management Consultants, a certified Management Consultant and a Federal Government Certified Trainer by the Centre for Management Development.
